If you were comparing two different things, it would be a simile. As tall as the building, he seems to be. She is a lark and sings. I don't believe that sentence has a figure of speech in it.
Do you think it is an example of a simile? I said a metaphor because it said he is, even though it also said that he was, but I thought it focused more on what he was. Is it possible that it didn't have a figure of speech?
