33.75 degrees. If your shopper can only be 27m away he must head back north on his final turn making his path look somewhat like a "J". 33m south - 18m north = 15m south, this is the height of your triangle. Using that height and the 27m hypotenuse given in the question your angle is then found by (sin^-1)(15/27) = 33. 75 degrees CCW from west.
